Right now I'm reading YOU CAN BANK ON YOUR VOICE, by Rodney Saulsberry. It's probably the best thing I've read about voiceover (and that's not just because it's one of the ONLY things written about voiceover). This one book covers practically all the bases of voiceover.

For improving your voice, I would suggest reading or hearing Roger Love's VOCAL POWER. He's THE vocal coach, and worked with everyone from Poison to Dr. John Gray.
